Kathmandu, April 3: The Supreme Court (SC) has ordered to send the suspended rape-accused district judge Bhuvan Giri to prison. The division bench of Justices Hari Prasad Phunyal and Til Prasad Shrestha on Wednesday reversed the orders of the District Court Kathmandu and High Court Patan rendering them void.
“The physical examination report of the victim showed ‘hymen old tear’ related to the reproductive organ. Before this case, the victim and the defendant were waging legal case of rape and divorce,” the order said, adding that it was not normal that the accused visited the victim at such time of dispute and legal case.
Based on these circumstances and evidences, it cannot be said that the defendant is not guilty now, the order added.
Earlier, District Court Kathmandu and High Court Patan had ordered the suspended judge Giri to be released on bail. After Giri’s wife filed a complaint stating that she had been raped, the police arrested the suspended judge Giri and carried out further investigation into it.
Giri was suspended after the District Attorney’s Office filed a case of marital rape against Giri.
Meanwhile, when the case was being heard in the court today, Giri’s wife consumed a suspicious thing in the courtroom. According to Supreme Court Co-spokesman Govinda Ghimire, she was taken to Bir hospital for treatment after consuming unwholesome substance. However, it was not clear what exact the intake was.

Health Minister Yadav urged for amendment of contradictory laws
Kathmandu, April 3: Department of Health and Population of the CPN UML, has submitted a memorandum to Deputy Prime Minister and Minister for Health and Population, Upendra Yadav, urging him to take initiative for amending contradictory laws on health sector. The team led by the head of the department, Krishna Gopal Shrestha, submitted a 15-point memorandum to Minister Yadav.
He is also asked to bring reform on necessary laws so that health insurance scheme could be made more effective. The department also demanded Minister Yadav to equip health insurance board with necessary workforce and accomplish construction of basic hospitals as soon as possible.
Implementation of effective measurers for the prevention and control of epidemic diseases including dysentery, dengue, measles, corona virus and full-fledge operation of central hospital including Bir Hospital by managing all sorts of resources are also underlined in the memorandum. Adoption of integrated IT is essential to boost quality health service, it reminded.
In addition to the health related concern, the Deputy Prime Minister was made aware of the problems caused by floods and landslides and urgency of preparedness, and curb on youth exodus by creating jobs and favourable atmosphere for works within country.

Karnali CM Sharma announces resignation
Kakrebihar, April 3: Karnali Province’s Chief Minister Raj Kumar Sharma has announced resignation from the post.
Addressing the Province Assembly’s meeting today, CM Sharma shared that he quit the Chief Minister’s seat. His resignation comes in the wake of change in power equation in the federal government.
CM Sharma, who was appointed the CM representing CPN (Maoist Centre), declared his resignation as per the agreement between the ruling parties to give CPN (UML) the CM post in Karnali Province.
He stated that province government was bearing the brunt of parliamentary number game emanating from the political instability in the federal and provincial assembly. The outgoing CM lamented that the regular business of the province government was badly obstructed due to change in power equation.
“It became impossible to deliver due to the political instability in the federal and provincial government,” said CM Sharma, adding that the change in power equation also led to repeated bids of vote of confidence.
According to him, all parties should positively work towards prosperity of the Karnali Province. At a time when he claimed he delivered a lot during his tenure, he bemoaned he failed to deliver up to his own expectation.
Among the notable efforts made during his tenure, as he shared, was formulation of a strategy for Digital Karnali and groundwork for Karnali Investment Summit. Efforts were made to develop 23 local levels as a model governments, he shared, adding that the selection process of plan and projects were made objective and effective.

Beware of dengue, urges Ministry
Kathmandu, Apr 3: In the wake of rising temperature, dengue infection has also increased.
Household collection of water is on rise, which however turns a haven for mosquitoes if not managed well.
Dr Gokarna Prasad Dahal at Epidemiology and Disease Control Division under the Health Ministry shared that as the season for monsoon is in sight, case of dengue is also increased. Massive awareness is essential against dengue infection.
“The mosquitoes causing dengue lay eggs on the standing water stored at home or outside, which develops into larva and spread to biting people,” Dr Dahal said, adding that the spots at risk in terms of mosquito presence should be identified and campaign launched to destroy larvae and mosquitoes.
He further informed that local levels were directed to take action and make aware the people for necessary precaution.
“A total of 33 local levels at risk of dengue since January were written directing them to launch ‘search and destroy campaign’ along with public awareness.
Aedes aegypti and Aedes albopictus species of mosquitoes bite people and spread dengue. These species lay eggs on clean water, which turn into larvae. The adult larvae bite people, resulting into high fever, headache, severe pain of eye ball, joints, limbs, and general body pain.
Those suffering these symptoms are urged to immediately consult doctors. Use of mosquito nets and full sleeve clothes are also suggested to avoid the mosquitoes.
The standing water must not be left unattended but managed with cover or removal while use of mosquito repellent ointment can be a precaution, according to Dr Dahal.
Nepal had first traced dengue in 2004. Although there were no cases of dengue in 2005, it continued since 2006.
In 2023 alone, some 51,143 people suffered from dengue in Nepal.

‘Climate-friendly development need of hour’
Kathmandu, April 3: Stakeholders emphasized climate-friendly development is need of hour.
In a programme jointly organized by Professional Development and Research Centre, Martin Chautari and Nepal Bouddha Amdekar Mahasabha, expert on inclusive development, Chetnath Kandel, said destruction was on rise in the name of development of late, which is harmful to environment.
“We experienced destructive development for nearly a decade. We failed to underscore environment-friendly development,” Kandel said, warning that if we do not take into account climate related aspects while undertaking developmental endeavors, crisis is not far.
Criticizing that development activity in Nepal lacked inclusion and proper planning, Kandel highlighted the need to end this trend.
General people experienced development with the expansion of road network in every district, but mere physical development is not human development, according to him.
On the occasion, development journalist KP Dhungana spoke of the need to empower local level to effectively execute development programmes. “We had expected to witness changes with the enforcement of federalism but development is not gaining momentum as expected,” he bemoaned, calling for adopting the development model that harnesses human resources as in Thailand.
Slamming that development in Nepal was moving ahead at a snail’s pace, he viewed development works should be accelerated by taking into account environmental aspects.

Nepali cuisine needs int’l branding: Deputy Speaker Rana
Kathmandu, April 3: Deputy Speaker of the House of Representatives (HoR), Indira Rana, called for branding Nepali cuisine internationally.
At the inaugural of the 34th annual general assembly and 11th general assembly of the Restaurant and Bar Association Nepal (REBAN) here Wednesday, Deputy Speaker Rana asserted that since Nepali cuisine is diverse, it warrants international branding. Stating that REBAN had an important role in introducing Nepali cuisine to the world, the Deputy Speaker said it should pay attention towards this need now.
According to her, there was as a high demand for Nepali human resources in the international tourism sector. So, REBAN can produce skilled human resources and export them in the international skill market.
Similarly, Federation of Nepalese Chambers of Commerce and Industries (FNCCI) Senior Vice-President Anjan Kumar Shrestha lauded REBAN’s role in strengthening country’s economy. He urged the market-monitoring team to develop a tendency to listen and understand the issue thoroughly rather than harassing the businesspersons.
Shrestha opined that the government should change the way it views private sector.
Likewise, former President of FNCCI Kush Kumar Joshi observed that the culture of eating in Nepali restaurants was increasing lately among the Nepali consumers. Echoing with Deputy Speaker Rana, he said that REBAN had an important role in introducing Nepali cuisine to the world.
REBAN’s Senior Vice-President Sangharsa Bista shared that REBAN had been organizing various street festivals in Kathmandu, Pokhara, Sauraha and Bandipur to revitalize country’s economy adversely affected by COVID-19 pandemic.
He urged to consider reduction in VAT from current 13 per cent to single digit and all entrepreneurs should be brought under the ambit of VAT. He appealed to the government to recognize restaurant business as an industry.
Meanwhile, today’s convention elected Sangharsha Bista as the President of the REBAN. Bista will be leading 21-member executive committee unanimously elected through the general convention.
Newly elected President Bista pledged to expand REBAN all over the country during his tenure.

Govt to set new standard on sports: PM Dahal
Kathmandu, Apr 3: Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has said government would set a new standard in Nepali sports with some positive developments.
Addressing the 60th anniversary of the National Sports Council (NSC) on Wednesday, PM Dahal viewed, “I believe a new standard would be set in Nepali sports. I wish NSC achieved success to this regard.”
PM Dahal further viewed sports bear huge potential in Nepal. Government has given special attention to sport, which is not only essential for mental and physical development of an individual but holistic development of the country, he reminded.
“Through sports diplomacy, cooperation, global unity and reconciliation are made possible in world history,” PM Dahal shared, adding that economic progress also warrants sports development. The PM reiterated that he had given adequate attention to sports, literature, art and technology. Effective implementation of policies relating to sports and institutional development are also paid attention, according to him.
“Government is at work to ensure effective role of State for more investment in sports along with prize, incentive, career promotion and dignity of players,” he stated.
The PM also recollected that Nepal had done well in the 19th Asian Games held in China. Achievement of international medals boost confidence among players, he said.
Stadiums were constructed at Pokhara, Beljhundi and Chyasal, while similar others were under construction in Mulpani, Bharatpur and Biratnagar, the PM informed.
The PM lauded that achievements in sports sector has inspired entire country.
Also speaking on the occasion were Minister for Youth and Sports, Biraj Bhakta Shrestha, and NSC Member Secretary Tanka Lal Ghising.

TI Nepal concerned over recommendation of Raya as Auditor General
Kathmandu, Apr 3: The Transparency International (TI) Nepal has expressed concern over the recommendation of Toyam Raya to the post of Auditor General by the Constitutional Council.
As per law, the responsibility of keeping accounts, conducting audits among others rests upon the accounting officer while Raya had been holding the posts of similar nature. The TI Nepal has thus objected to the recommendation of Raya to the post.
TI Nepal held the view that while appointing anyone in the high post of the State, it should be ensured that there is no conflict of interest and good-governance is not disturbed.
Raya was the Secretary at the National Statistics Office. The Council recently recommended Raya to the post.
“TI Nepal’s serious attention has been drawn towards recommendation of Raya, who has held the post of Finance Secretary until May 4, 2023 and served as the Secretary at the Office of Vice-President and worked as the Chief Statistics Officer at the National Statistics Office, to the post of Auditor General,” reads the statement issued by TI Nepal.
In the statement TI Nepal said Article 241 of the Constitution of Nepal stipulates that the Auditor General is the highest post to audit all agencies of the government of Nepal. The Economic Procedures and Financial Accountability Act-2076 BS considers anyone working as the secretary in any ministry or any central agencies as the accounting officer.”
The statement issued by TI Nepal’s President Padmini Pradhananga mentioned that the code of conduct issued by the International Organization of Supreme Audit Institutions (INTOSAI) illustrates ethnical conduct about the Auditor General.

Swiss Ambassador calls on Labour Minister Aryal
Kathmandu, Apr 3: Ambassador of Switzerland to Nepal Dr Daniel Meuli paid a courtesy call on Minister for Labour, Employment and Social Security Dol Prasad Aryal at the Ministry on Wednesday.
In the meeting, Minister Aryal said Nepal government was working actively to create labour market, promote self-employment and entrepreneurship by building skilled workforce.
He said that development partners have an important role to promote employment in the country.
On the occasion, Ambassador Dr Daniel enquired how employment service centres operated under the Prime Minister’s Employment Programme would be strengthened.

Fewa festival to take place in Pokhara from next week
Kathmandu, April 3: The Fewa New Year Festival, 2081 BS is to take place in Pokhara, Kaski from April 11 with the slogan ‘tourism, culture and food’.
At a press conference organized here today by the Hotel Association Pokhara, it was informed that various programmes, including promotion of indigenous and traditional food, cultural procession, duet folk songs and tourists’ marathon competition and tourism promotional activities would be presented in the three-day festival.
The host has clarified that there would be no charge for the participants while taking part in the recreational programme to be organized in around 3.5 kilometers from Damside Chowk to Khaharechowk of Pokhara.
Likewise, Association Pokhara Chairperson Laxman Subedi informed that the Pokhara-based hotels have decided to waive the service charge by 20 percent during the festival time.
Chairperson Subedi said altogether 300,000 tourists, including domestic and foreign are expected to visit the festival taking place under the 19th edition.
On the occasion, Hotel Association Nepal Chair Binayak Shah shared that mutual cooperation and collaboration was taking place with all concerned sides, including three tiers of the governments to make the festival grand in the context when Pokhara was declared tourism capital.
It was shared that around 25 hotel entrepreneurs of Pokhara have been displaced and around 500,000 have lost their employment directly or indirectly following the COVID-19 outbreak.

Nepal beat Gujarat to enter final in friendly cricket
Kathmandu, April 3: Nepal has entered the final of SMS Friendship Cup by defeating Gujarat of India by eight runs.
Nepal has secured its place for the final, a game ahead in the triangular-friendly cricket tournament. Nepal has registered win in three consecutive matches.
Nepal was invited for batting first after losing toss in the fourth match of the league held today at the Sai Meghpan Sportslife Ground in Bapi, Gujarat
In the limited 20 overs game, Nepal gathered 181 runs at the loss of seven wickets. Chasing the winning target of 182 runs, Gujarat could only make 173 runs at the loss of seven wickets.
Nepal’s openers made an impressive partnership of 125 runs. Kushal Bhurtel scored 67 runs with two sixes and nine fours. Another opener Mohammad Asif Sheikh contributed 85 runs. Other batsmen, including capital Rohit Poudel could not gather big runs.
Gujarat’s Jayamit Patel took three and Aryal Desai and Drushant Soni took two wickets each. Likewise, batsman Umanga Tandal contributed 47 runs for Gujarat. Harsha Desai made 29 unbeaten.

Gold price sets new record
Kathmandu, April 3: Price of yellow metal has set a new record of Rs 133,000 per tola (11.66 grams) in the domestic market today. The price of gold increased by Rs 1,800 per tola and reached Rs 133,000.
According to the Federation of Nepal Gold and Silver Dealers’ Association, the hallmark gold was traded at Rs 131,200 on Tuesday.
Similarly, the price of worked gold has reached Rs 132,350 per tola today against Rs 130,500 on Tuesday.
Likewise, price of silver is determined at Rs 1610 per tola, an increase of Rs 65 per tola. It was traded at Rs 1,545 on Tuesday.

Ten shortlisted for Mid-West University Vice Chancellor
Kathmandu, April 3: Ten individuals have been shortlisted for an appointment on the post of Vice-Chancellor of Mid-West University.
Those shortlisted are Prof Dr Kabi Prasad Pokhrel, Prof Dr Keshar Singh Rana, Prof Dr Dev Bahadur Khadka, Prof Dr Dhruba Kumar Gautam, Prof Dr Nanda Bahadur Singh and Prof Dr Binay Kumar Mishra.
Prof Dr Bholanath Sharma Ghimire, Prof Dr Mukund Prasad Chhetri, Prof Dr Yam Bahadur Karki and Prof Dr Shobhkhar Kandel have also been shortlisted for the appointment, according to a notice issued by Vice Chancellor Selection and Recommendation Committee.
It is said the Committee received 11 applications for the selection round and one has been rejected as it did not meet specified criteria.
The shortlisted candidates have been asked to present a vision paper and a four-year professional work plan by coming April 9. The post has turned vacant since February 24 after the then Vice Chancellor Prof Dr Nanda Bahadur Singh’s term ended.

KMC urges institutional schools to keep their names reflecting Nepali identity
Kathmandu, April 3: The Kathmandu Metropolitan City (KMC), Education Department has urged the institutional schools under the metropolis to naming the schools embodying the Nepali identity.
Issuing a public notice today, the Education Department asked the institutional schools for the same. It reminded that the Rule 154 (1) of Education Regulations, 2059 (with amendment) and Rule (70) of KMC School Education Management Regulation, 2074 have the provision that schools should be named, reflecting the Nepali identity.
The Department also directed such institutional schools under the KMC to contact the KMC Education Department within seven days, saying the names of most of institutional schools are found against this provision.
The notice reads that legal process could be forwarded as per the law like prohibiting the student admission process if a process to naming the school reflecting Nepali identity is not adopted contacting the Department within a week.
The Department asked such institutional schools to file application at the KMC within 35 days deciding the name from school management committee.

WB projects CPI to remain at 6.7 percent in 2024
Kathmandu, April 3: The consumer price inflation in Nepal is expected to remain high at 6.7 percent in Fiscal Year 2024, close to the central bank’s 6.5 percent ceiling, due to VAT exemptions removal, India’s food export restrictions, and increased paddy minimum support prices.
However, inflation is forecasted to decline to 6 percent in FY25 and 5.5 percent in FY26, driven by global commodity price moderation and domestic price containment through monetary policy. Projected lower inflation in India may also help reduce domestic inflation via the currency peg, mitigating imported inflation, the World Bank (WB) stated in its Nepal Development Update (April 2024) it unveiled on Tuesday.
According to the WB, Nepal’s economic growth is set to rebound, from 1.9 percent in FY23 to a forecast 3.3 percent in FY24. Growth is then projected to further accelerate to 5 percent on average, over FY25-26. This recovery is largely attributed to the easing of monetary policy, assuming productive use of private sector credit. Additionally, reforms to improve business environment could attract more private investment, further boosting medium-term growth prospects.
The services sector is expected to be the key driver of growth in the coming years. Accommodation and food services are poised to benefit significantly from the rise in tourist arrivals. The ongoing construction of new five-star hotels and government policies supporting real estate loans are expected to further stimulate the accommodation sub- sector.
Meanwhile, the industrial sector is expected to grow, buoyed by significant expansions in electricity generation capacity, fostering a more conducive environment for industrial activities. However, agricultural growth is projected to slow down due to various factors, including the outbreak of lumpy skin disease among livestock and a decrease in paddy production growth.
The current account balance is forecasted to return to surplus in FY24, driven by robust remittance growth and a narrowing trade deficit, but is expected to narrow subsequently as remittances taper off and the trade deficit expands.
The trade deficit is expected to improve in the medium term, falling below its FY23 level. This is due to a projected decline in goods imports in FY24, although imports are expected to rebound in FY25 and FY26. Goods exports, particularly in electricity, are expected to increase. While services exports could rise with tourism recovery, services imports may surpass exports due to continued emigration. Despite efforts to attract more foreign direct investment, inflows are likely to remain modest.
Nepal’s fiscal deficit is poised to decrease significantly from its peak in FY23 (about 6 percent of GDP), stabilizing around 3 percent of GDP in the medium term, despite a projected higher deficit in FY24 compared to the government’s revised forecast. Revenue is expected to rise to 20.1 percent of GDP by FY26, supported by robust GDP growth and increased goods imports. Meanwhile, spending is expected to increase to 22.8 percent of GDP by FY26, driven by enhanced execution of public investment.
The National Project Bank’s integrated guidelines, introduced in March 2023, aim to streamline project development and prioritization, contributing to more effective capital spending by FY25. Financing for the fiscal deficit will likely come from external concessional borrowing and domestic sources. However, public debt is projected to decline to 40.8 percent of GDP by FY26 from its FY23 peak because of higher economic growth.
The forecast is subject to both domestic and external risks. Externally, geopolitical uncertainty could trigger a rise in commodity prices, impacting all sectors. A growth slowdown in partner countries might also lead to a drop in remittances and tourism, hindering economic growth. Persistent inflation expectations and lower domestic demand could further dampen economic activity. Natural disasters pose additional risks to sustaining welfare gains. Finally, frequent political changes, a top headwind for businesses for over a decade, could continue to deter private investment.
Nepal’s poverty rate fell due to migration and remittances, alongside consumption increases. The recent nationally household survey data from the Nepal Living Standard Survey 2022/23 shows a large decline in poverty from 25 percent to just 3.6 percent between 2011 and 2023 (using the 2011 National Poverty Line). The prosperity gap and inequality also reduced over the same period. However, challenges persist with a weak labor market and limited social assistance, posing risks amid economic and climate shocks.
Overall, H1FY24 data corroborated the structural challenges facing Nepal’s economy.
On the fiscal front, the Nepal Development Update highlighted the need to strengthen the execution and efficiency of capital expenditure to boost economic growth, as well as the importance of reducing dependence on imports tax revenue.
Sound and consistent monetary policy will also be key to boosting confidence and stimulating economic growth. Addressing the increasing level of non-performing loans in the financial sector is crucial to strengthen financial stability and support private investment. On the external side, the high dependency on remittance inflows exposes the country to external shocks. Thus, there’s a need to strengthen Nepal’s international competitiveness for other sources of external earnings, such as tourism and foreign direct investment, by boosting exports of goods.

Gandaki CM Pandey resigns
Gandaki, April 3: Chief Minister of Gandaki Province, Surendra Raj Pandey, has resigned from the post. He submitted his resignation to Gandaki Province Chief, Dilli Raj Bhatta, today.
Chief Minister Pandey-led government was in minority after the CPN (Maoist Centre), a partner in the ruling alliance, withdrew its support to the government on March 6.
Though there is a constitutional provision that vote of confidence should be taken within 30 days after withdrawal of support, CM Pandey resigned from the post without seeking a trust vote.
Chief Minister Pandey said he resigned from the post as the situation did not warrant a vote of confidence after the change in power equation among the parties. Out of 60 members in the Province Assembly, support of 31 members is required for forming the government. There are 27 members of the Nepali Congress, 22 of CPN (UML), seven of the CPN (Maoist Centre), two of Rastriya Prajatantra Party and one independent member in the Gandaki Province Assembly.
‘I worked sincerely for building a prosperous province’
Talking briefly to the media persons after submitting his resignation letter, Chief Minister Pandey said that he worked honestly after assuming the Chief Minister’s office to making the Province self-reliant and prosperous.
He claimed that the government has been successful in guaranteeing good governance and he is satisfied from the provincial government’s works.
“I had made plan to bring new and implementable plan in the policies, programmes and the budget for the upcoming fiscal year, based on the experiences of the 11-month office tenure. However, the political developments changed. I feel that I worked sincerely in connection to making the province self-reliant and prosperous,” CM Pandey said.
He lamented that laws that are required to be made as per the constitution for the implementation of federalism have not been enacted as yet, and he played a key role for the enactment of such laws.

HoR session: NC continues to press for formation of parliamentary probe panel
Kathmandu, April 3: Major opposition Nepali Congress (NC) has continued to advocate for forming a parliamentary committee to probe into issues about cooperative mismanagement.
Taking time in a meeting of the House of Representatives today, party General Secretary Bishwa Prakash Sharma reiterated the party’s voice for forming the parliamentary panel to investigate the alleged connection of Deputy Prime Minister and Minister for Foreign Affairs in the cooperative fraud.
He utilized the forum to argue that the House is neither a venue for convicting anyone of any offense nor giving a clean chit on the charge. “Instead the matter should be addressed through a due process.”
Lawmaker Sharma also expressed concern over what he said the ruling party declaring the Minister innocent from the House.
“The practice of declaring anyone guilty or innocent from a rostrum or a parliamentary floor is not good. If the Home Minister is not guilty, the right to be declared innocent by a parliamentary committee should be guaranteed.”
He presented three reasons clarifying the need to form a parliamentary body to address the matter. “It is due to the realization of a conflict of interest, suspension of an official investigation into the cooperatives, and the issue requiring to be addressed by the parliamentary procedures.”
The NC lawmaker wanted the government to bring a proposal to form the committee in the next lower house session.
He warned that the party would take up the issue more seriously in the days ahead and it is committed to its stance (of forming a parliamentary probe committee).
The ultimatum to the government for proceeding ahead with the constitution of the committee has been over, he said, hinting about the party’s preparations for further amplifying the programmes of protests over the matter.
As he said, there is a misunderstanding at the civic level that the parliamentary proceedings have been halted due to the NC obstruction. On March 31, parliament held discussions on the agreement related to the International Solar Alliance (ISA). The following day, a proposal to seek considerations on the power trade bill was presented and on April 2, the House endorsed the BIMSETC Charter. He said he wanted to inform all Nepali citizens at home and abroad that the House continues its business.
Lawmaker Sharma said an atmosphere should be built for implementing a House calendar, making the House more systematic and accountable. Any matters that are at variance with the meeting agenda will be rejected by the party.
He also protested the presentations of issues in the rostrum sans an agreement in the Parliamentary Business Advisory and Consultative Committees.
Speaker Devraj Ghimire said the Constitution incorporates the provisions allowing time for the Prime Minister or a Minister to put views in the parliament if requested. It is our practice and tradition to grant time to the Prime Minister and Ministers to express views if demanded, he said.

Two Kala-azar cases found in Jhapa
Jhapa, April 3: Two new cases of Kala-azar have been confirmed in Jhapa, a district in the Terai region of Koshi Province. Similar cases have been reported in previous years as well.
The Health Office in Jhapa has confirmed that the infections were reported in Birtamod Municipality-5 and Shibashatakshi Municipality. Following illness, they visited the Dharan-based BP Koirala Institute of Health Sciences and were diagnosed with the infections. Both the infected are males.
The Public Health Office Jhapa is currently undertaking efforts to raise public awareness about Kala-azar and its prevention measures, while also actively searching for potential cases. These efforts are being carried out in collaboration with local representatives, women’s health volunteers, and other relevant stakeholders. Kala-azar (black fever) can be fatal if left untreated.
Kala-azar is a parasitic disease transmitted through the bite of infected female sandflies.

HoR session: DPM and Foreign Affairs Minister briefs parliament of his China visit
Kathmandu, April 3: Deputy Prime Minister and Minister for Foreign Affairs, Narayan Kaji Shrestha, has informed the Parliament about the achievements of his recent official visit to the People’s Republic of China.
Speaking in a meeting of the House of Representatives (HoR), the lower house of the Federal Parliament, today, he said important achievements have been made on expanding the area of mutual cooperation through enhanced coordination and collaboration between the two countries.
On the occasion, DPM Shrestha said the visit has contributed to further strengthening the mutual goodwill, respect, and trust between the two countries.
The Minister viewed that the historic and friendly relations between the two countries have reached new heights through this visit.
Stating that the trade and transit points with China, namely Rasuwagadhi-Kerung, Tatopani-Jhangu, Yari-Puran and Nechung-Korala have already come into operation before this, he said the Chinese side has expressed its readiness to open 14 traditional trade transits closed after the COVID pandemic.
Minister Shrestha informed that discussions have been held with the Chinese side regarding constituting a joint commission at the Foreign Ministers’ level of both countries in order to hold high-level consultations on the various dimensions of the existing Nepal-China friendly relations. He added that both sides are positive on this.
According to him, discussions were held during the visit also on implementation of the BRI Implementation Plan giving it the final touch.
During the visit, Minister Shrestha extended an invitation to his counterpart Wang to visit Nepal at his convenient time. “Both parties have agreed for an effective implementation of Nepal-China agreements and to regularise the meetings of existing mechanisms to expedite the pace of cooperation,” the Minister said. According to him, with his visit to the northern neighbour, the mutual relations and respect between Nepal and China have reached to a new height.
“The discussions held during the visit were comprehensive and open, focusing on mutual assistance and cooperation,” said the Minister, expressing hope that the trip contributed to further strengthening the centuries-old, multi-dimensional, and friendly relations between Nepal and China.
He briefed the House that the Chinese side is positive for ensuring trans-border pastureland for the Nepali community residing on the Nepal-China border as per the agreement reached in 2012 and electrification at some Nepali villages there.
Similarly, the Chinese side responded positively to the call of Nepal to resume the Kathmandu-Lhasa direct bus service, facilitating the exports of buff, medicinal herbs, vegetables, and fruits from Nepal to China. During the discussions, Minister Shrestha urged China to establish multi-dimensional labs in certain areas along the Nepal-China border and provide capital and technological assistance to enhance Nepal’s agricultural sector productivity.
Both parties have been positive for operating the flights from Kathmandu and Pokhara to various cities in China. Likewise, both parties have expressed interest in expanding transnational roadways, air flight services, and electricity transmission lines to Nepal-China connectivity. Both parties have agreed to come up with agriculture, tourism, hydropower, and infrastructure projects and implement them.
He said he urged China’s government and private sector investors for their enthusiastic participation in the Nepal Investment Summit scheduled to take place on April 28-29, for their support to make the Nepal Visit Year 2025, considering investing in Nepal’s diverse sectors.
DPM Shrestha had been on a visit to China from March 24 to March 31, at an invitation of Communist Party of China (CPC)’s political bureau central committee member and China’s Minister for Foreign Affairs, Wang Yi.

Ireland ‘A’ defeats Nepal ‘A’
Kathmandu, April 3: Nepal ‘A’ performed poorly in today’s match against Ireland ‘A’ under the one-day cricket tournament held at Kirtipur-based TU ground.
Nepal ‘A’ failed to meet the target of 158 runs posted by Ireland ‘A’. Nepal ‘A’ scored 136 runs in 25.3 overs losing all wickets. For Nepal ‘A’, Shahab Alam made 37 runs in 34 balls while Dev Khanal 26, Bashir Ahmed 20 and Rijan Dhakal 12.
Similarly, other batters could not hit double digit runs for Nepal ‘A’.
For Ireland ‘A’, Matthew Humphreys and Liam McCarthy took five wickets and four wickets respectively to win the match. With this victory, Ireland ‘A’ is leading the three-match series.
Earlier, electing to bat first after winning the toss, Ireland ‘A’ was limited to 17 runs in 38.3 overs losing all wickets.
Cade Carmichael of Ireland ‘A’ made 51 runs in 77 balls while captain Neil Rock 39 runs in 32 balls. Similarly, Peter Moor gathered 21 runs, James McCollum and Stephen Doheny 12 runs each.
Ireland ‘A’ made only 14 runs in last five overs losing six wickets.
For Nepal ‘A’, Kamal Airee took four wickets with hat trick while Shahab Alam and Mousom Dhakal two wickets each while Rijan Dhakal one wicket.

NA to elect Vice-Chair on April 10
Kathmandu, April 3: An election for the National Assembly (NA) Vice Chairperson is scheduled to take place on April 10, Wednesday.
NA Chair Narayan Prasad Dahal apprised the House today of the election schedule for the post of upper house Vice-Chairperson. The post has turned vacant after Vice Chair Urmila Aryal resigned from the post.
Federal Parliament Secretary General Padam Prasad Pandey has been directed by the NA Chair to publish the election schedule.
The NA shall meet again at 1:15 pm on April 10.

Education Minister informs House study is on over topic of missing TU answer scripts
Kathmandu, April 3: Minister for Education, Science and Technology Sumana Shrestha has said an investigation committee has been formed to look into the topic of the missing answer scripts of the examination conducted by Tribhuvan University (TU), and the committee is carrying out a study on this.
Minister Shrestha said so while responding to the queries lawmakers voiced during the Urgent, Zero and Special Hour of the House of Representatives. She informed the House that an investigation committee was also formed regarding the change in the exam schedule.
“Forty-five questions and comments related to the Ministry of Education have come up in the House of Representatives from March 14 – April 2. Investigation committees have been formed and they are carrying out study on the topic of the missing answer sheets and examination not taking place on schedule,” she said on the occasion.
The Education Minister also shared that a taskforce has been constituted for a review of the criteria on teacher recruitment determined by the Teacher Service Commission. Study is on regarding the teacher license and the questions asked in the examination administered by the Commission, she added.
Minister Shrestha further said a committee comprising experts has been formed to conduct a study on what type of teachers have been teaching in the present age of science and technology.
Stating that discussions have been held with the Ministry of Home Affairs whether foreign students can be brought by opening additional medical colleges in Nepal, she stated that the foreign students coming to the country for higher study are classified into tourists and non-tourists.
The Minister stated that the process for calling tender has been forwarded for taking all works carried out by TU to the digital technology. Works have been forwarded to provide educational certificates, including the transcript, digitally.
Stressing on the need of increasing investment in education, she said the Ministry was doing home work to make the technical and vocational education more result-oriented.
According to her the Ministry is also carrying out a study on making the technical education free of cost and what can be done to connect people obtaining such education directly with the labour market.

Bahrabarse Mahakumbha religious fair to be organized at Chataradham from April 9
Kathmandu, April 3: A month-long Bahrabarse Pindeshwor Purna Mahakumbha Mela, a mega religious fair, is to be organised from April 9-May 10 at Chataradham of Barahakshetra Municipaliy-1 in Sunsari district.
At a news conference organised at the office of the Prime Minister today, Jagatguru Balsanta Mohan Sharan Devacharya shared that the grand religious event held every 12 years is going to be organised with an objective of publicising to the world the religious, cultural and tourism sites.
Explaining that Chatara, located at the Saptakoshi river bank, is the outstanding holy place from religious and spiritual point of view, he expressed that all who participate in the fair and take holy bath there would be blessed with virtue.
Jagatguru Dewacharya mentioned that Nepal could launch a special campaign to bring in more domestic and foreign religious tourists and pilgrims making publicity of religious and tourism sites as Mahaumbha fair is centre of attraction of Nepal’s religious tourists.
He said more than 10 million devotees from 10 countries including Nepal, India and Bangladesh have been expected in Mahakumbha mela.
Mahakumbha fair is being organised at Baraha Chhetra since 2059 BS at the initiative of Jagatguru Dewacharya. Ardhakumbha mela is organised in every six years while purna Mahakumbha in every 12 years.

President stresses on implementation of State’s directive principles
Kathmandu, April 3: President Ramchandra Paudel has stressed on the effective implementation of the State’s directive principles, policies and obligations.
Advancement towards the establishment of durable peace, good governance, social justice, and an equitable society, advancing towards development and economic prosperity as envisaged by the Constitution is possible only through the effective enforcement of the State’s principles and policies, according to the Head-of-the-State.
The President expressed his hope that the government would remain further active for the same.
While receiving an annual report relating to the implementation of the State’s directive principles, policies, and obligations for the fiscal year 2079-80 BS (2022-230) from Prime Minister Pushpa Kamal Dahal ‘Prachanda’, the President sought the government’s initiative towards that end.
An annual report regarding the implementation of Good Governance (Operation and Management) Act was also submitted to the President on the occasion.
The Part-4 of the Constitution has featured the principles, policies and obligations of the State as guiding principles for the governance of the State. Such principles and policies have set a foundation for the meaningful exercise of the rights of the citizens.

Initiatives for protecting labour rights and ending usurious lending are historic: PM
Kathmandu, April 3: Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has said that the government has taken historic initiatives for the protection of the rights of Nepali labourers at home and abroad as well as dismantling the vicious cycle of feudalistic exploitation as the usurious lending practices.
The PM said this while submitting the Annual Report of the Government of Nepal for the Fiscal Year 2079/80 to the President today.
On the occasion, the Prime Minister said that the government has been successful in establishing several benchmarks for good governance.
“The situation of people having to stay in line for hours to avail of services, including obtaining citizenship, passport, license and no-objection letter for study abroad has been put to an end,” he said, adding that the government under his leadership is committed to making the delivery of services that the State has to provide to the citizens more effective and efficient.
Stating that since the last school session the government has ensured that the school textbooks reach in the hands of the students, he said there is now also no condition in which farmers face the shortage of fertilizers at the time of cultivation of crops.
The Prime Minister asserted that the process of formulation of laws has been moved ahead in a speedy manner to make the laws required for the implementation of the fundamental rights stipulated by the Constitution and for institutionalizing the federalism.
The government has kept in priority the implementation of the principles as stipulated by the Constitution.
PM Dahal said, “Election of House of Representatives and Province Assembly was held in free, fearless environment for the second term to further strengthen federal democratic governance system during this period”, adding the government was committed to transfer financial management and governance rights to three level in a justified manner as per political resolution of taking rights of Singha Durbar to door steps of the people.
Stating that there was remarkable improvement in development of hydropower sector, he clarified that the government has become successful to prepare a strong base for inter-country power trade along with power production and transmission line expansion.
The Prime Minister mentioned that the country’s economic condition is reviving due to government’s continuous efforts, explaining that most of economic indicators are becoming positive.
“More efforts are needed to increase investment in the country, to increase productivity and employment as well as to fulfill goals of prosperity, good governance and social justice and the government is aware and committed for the same”, he underscored.
PM Dahal clarified that the government is moving ahead taking good governance, social justice and prosperity as the main roadmap keeping the sentiments of constitution in mind.

National Kho Kho Tournament from April 6
Kathmandu, April 3: The first U-21 national men’s and women’s kho kho tournament is to be held in Dhangadi starting this April 6.
The kho kho competition will be held from April 6 to 9 at the playground of Tribhuvan Secondary School in Boradandi, Dhangadhi sub-metropolitan city-3 of Kailali, according to President of Nepal Khokho Association Pradip Maharjan. The event is jointly hosted by Nepal Kho Kho Association and Sudurpaschim Province Kho Kho Association.
A total of 144 kho kho players representing men’s and women’s teams from Koshi, Madhesh, Bagmati, Gandaki, Lumbini and Sudurpaschim Provinces are competing in the tournament.
The tournament is being be played on league cum knockouts basis, with first, second and third teams for women’s and men’s category winning a cash prize of Rs 50,000, Rs 30,000 and Rs 20,000 respectively.

Nepal-Switzerland discuss bilateral cooperation on trade and tourism
Kathmandu, April 3: The Nepal-Switzerland Bilateral Consultations Mechanism (BCM) meeting in Switzerland reviewed entire spectrum of Nepal-Switzerland relations including economic ties, development partnership, multilateral cooperation, and contemporary global issues such as climate change and human rights.
The BCM also discussed the exchange of high-level visits, Nepal’s graduation from LDC category, progress made towards meeting the Sustainable Development Goals, and ways to further enhance bilateral cooperation on trade, investment, tourism, science and technology, and vocational training, among others, according to the Nepali Embassy in Geneva.
The fourth meeting of the Nepal-Switzerland BCM was held at the Federal Department of Foreign Affairs (FDFA) in Bern, Switzerland on Tuesday.
Head of the Europe-Americas Division of Ministry of Foreign Affairs of Nepal, Joint Secretary Ganesh Prasad Dhakal and Assistant State Secretary for Asia and the Pacific in the FDFA of Switzerland, Heinrich Schellenberg led the respective delegations. Nepali delegation included Ambassador of Nepal to Switzerland, Ram Prasad Subedi and the Embassy Officials whereas the Swiss Delegation included officials from the FDFA and the Swiss Agency for Development and Cooperation (SDC).
On the occasion Joint Secretary Dhakal requested the Swiss side to encourage the participation of their investors in the upcoming Nepal Investment Summit being held in Kathmandu this month.
The Nepali side thanked the Swiss Government for consistently placing Nepal as a priority country for Swiss Development Cooperation. While expressing satisfaction over Nepal’s progress, the Swiss side assured of their continued support to Nepal’s development endeavours.
Nepal-Switzerland Bilateral Consultations Mechanism was established in 2015 and the next meeting will be held in Kathmandu on mutually convenient dates, adds the Embassy.

ACAP receives 30k tourist in a month
Gandaki, April 3: A total of 30,199 foreign tourists visited the Annapurna region in the month of March. This includes 14,668 tourists from South Asian countries and 15,531 tourists from other countries, according to According to the Annapurna Conservation Area Project (ACAP).
The arrival of tourists has increased with the end of the cold season and the number is expected to grow further in April, said Chief of ACAP Dr Rabin Kadaria.
In 2023, a total of 191,558 tourists from 173 countries had visited the Annapurna region, a record so far. It surpassed the highest so far of 181,000 before Corona Virus pandemic in 2019. The number was 129,733 in 2022.
The Annapurna base camp, Mardi Himal, Ghandruk, Tilicho Lake in Manang, Thorangla Pass, Upper Mustang, Muktinath area, Ghodepani in Myagdi on the Annapurna circuit are major attractions for tourists visiting the region.
Kaski, Lamjung, Manang, Myagdi and Mustang fall under the ACAP spread over an area of 7600 square kilometers.

Pokhara and Lalitpur join hands for tourism and handicrafts promotion
Gandaki, April 3: Chamber of Commerce and Industry of Pokhara and Lalitpur have agreed to collaborate in the promotion of tourism and handicraft industries.
Following a discussion with the office-bearers of Lalitpur Chamber of Commerce and Industry, currently on a study tour of Pokhara, an agreement was reached to enhance commercial partnership through collaboration in tourism and handicraft enterprises.
Pokhara has recently been declared the tourism capital of the country while Lalitpur, which produces 80 percent of handicrafts exported from Nepal, has been declared the capital of handicrafts by the World Handicrafts Association.
At the agreement signing ceremony on Tuesday, Acting President of Pokhara Chamber of Commerce and Industry, Gokarna Karki, shared about the campaign to set up Koselighar or gift shops to exhibit and sell indigenous Nepali products including handicrafts. He said that collaboration with Lalitpur will be utilized to further promote this campaign.
President of Lalitpur Chamber of Commerce and Industry Bishwalal Bajracharya expressed the belief that business will grow through professional partnership between the two cities.

Chief Returning Officer for Ilam-2 elections appointed
Ilam, April 3: Chief Returning Officer has been appointed for the by-elections to be held in Ilam constituency no.2 on coming April 27.
The Election Commission on Tuesday appointed District Judge Keshav Prasad Ghimire as the Chief Returning Officer.
Meanwhile, the District Election Office Ilam has shared that the office of the Chief Returning Officer will be established at the Ilam headquarters tomorrow. The final voters list will be published along with the establishment of the office of the Chief Returning Officer.
Filing of nomination papers for the election to elect a member to the House of Representative is scheduled to be held on April 6. The final list of candidates will be published on April 9. A total of 20 political parties have been registered at the Election Commission to contest the by-elections.

Kathmandu, April 3: Ireland A has lost 2 wickets after scoring 43 runs in 12 overs in the first one-day match against host Nepal A.
Nepali bowlers Rijan Dhakal and Shahab Alam have taken one wicket each to give a good start for the host.
Earlier, Nepal ‘A’ had been invited to bowl first after losing the toss against Ireland ‘A’ between the two sides today.
Ireland ‘A’ captain Neil Rock won the toss and decided to bat first in the match being played at TU cricket ground in Kirtipur.
Nepal A is led by captain Binod Bhandari and includes Arjun Kumal, Dev Khanal, Mausam Dhakal, Bhim Sarki, Arjun Saud, Aarif Sheikh, Basir Ahmed, Kamal Airi, Sahab Alam and Rijan Dhakal.
Earlier in the T-20 series, Ireland ‘A’ defeated Nepal ‘A’ by 2-1.

Maoist leader Khammagar taken to Chitwan
Kathmandu, April 3: Former division commander of then Maoist People’s Army, 3rd Division in Shaktikhor Kali Bahadur Khammagar has been taken to Chitwan.
A resident of Uttarganga Rural Municipality-6 in Rukum, the 50-year-old was arrested from Thamel in Kathmandu on Tuesday. He has been sent to the District Police Office Chitwan for further investigation into the case of abduction and murder, District Police Range Kathmandu spokesperson and Superintendent of Police Nawaraj Adhikari said.
Khammagar has been accused of kidnapping and killing Ramhari Shrestha of Koteshwar, Kathmandu. Shrestha’s widow, Ramila Shrestha, had filed a complaint at the District Police Office Chitwan naming Khammagar as one of those involved in the murder that took place in 2065 BS.
