Published Date : November 6, 2019

Kathmandu, Nov 6 : The Election Commission (EC) has clarified that any article of the election code of conduct has not mentioned provisions of whether the government can reform Cabinet and appoint chiefs of states.

“No article of the election code of conduct addresses the question of whether the government can reform Cabinet and appoint chief of states. This is connected to moral issue,” said EC’s Commissioner Ishwori Prasad Paudyal at a press meet organised here on Wednesday to inform about the preparations for upcoming by-elections.

“The EC has approved and implemented the election code of conduct written by a meeting of the government and chiefs and representatives of entire political parties.”

When asked the government has appointed new chiefs of states after removing existing chiefs following the implementation of the election code of conduct, he said, “The government has not reached an agreement with the EC on this issue. The EC is concerned about it. We are discussing the matter seriously.”
