Kathmandu, April 12: The District Administration Office, Kathmandu has lifted the restriction it had imposed on the prominent public places- from Maitighar to New Baneshwor. It is to be come into effective from New Year next day.
DAO Kathmandu issued a notice to inform the public about its decision in this regard. The area was declared a prohibitory zone on February 16. The notice states the prohibitory order enforced in the area stretching from Maitighar Mandal to Baneshwor (up to Krishna Tower) will remain no more in effect from April 13.
Before this, gatherings, rallies, demonstrations, sit-in protests and strikes were prohibited in various locations of the Kathmandu Valley for two months. Meanwhile, the Home Ministry has said it has adopted a tough policy against vandals of public property and assaults targeting security people. Issuing a press note on Friday, the Ministry said that a stern policy was taken to respond to any unwanted activities aiming to damage public property and assault the security during the protest to be held for any agenda or over any demand.
The Ministry, however, said it respects citizens’ right to the freedom of opinion and expression and is committed to ensuring their right to demonstrate peacefully in accordance with Nepal’s constitution and the existing laws. The number of prohibitory zones is being reduced accordingly, the Ministry reminded.
“Right to protest peacefully is a beauty of democracy, but the vandalism of public property and attacks on security people are unacceptable,” it has warned.It further shared details of public damages caused during the recent protests are being collected and the replacement of losses will be made from those found responsible.

Lumbini’s CM Mahara secures vote of confidence
Lumbini, April 12 : Chief Minister of Lumbini Province, Jokh Bahadur Mahara, has obtained vote of confidence. He secured 48 votes in his favour over the motion that he presented before the meeting of the Province Assembly on Friday.
He had tabled the proposal in accordance with Article 188 (1) of the Constitution. As announced by PA Speaker Tularam Gharti, 29 lawmakers from the CPN (UML), 10 from the CPN (Maoist Centre), three from the Janata Samajbadi Party (People’s Socialist Party), four from the Nagarik Unmukti Party (People’s Liberation Party), one from the CPN (Unified Socialist) and one independent one supported the appointment of Mahara as the Chief Minister.
In the 86-member PA, a total of 28 votes: 26 members from the Nepali Congress and two from the Janamat Party were cast against the motion. Prior to this, while presenting the proposal for the vote of confidence, the Chief Minister pledged to perform in a way that all could take ownership of the government affairs and urged all political parties in the PA to support his bid.
Mahara vowed preparation of an annual calendar for the operation of government works and deliver accordingly.However, addressing the session, major opposition Nepali Congress leader and former Chief Minister Dilli Bahadur Chaudhary said the implementation of federalism had turned challenging task due to frequent change in ruling coalition in the federal government and politics. As he hinted, the party will always support any endeavors aiming to enforce federalism and strengthen the province mechanism.
Mahara from the Maoist Centre was appointed Lumbini Province Chief Minister on April 5 with the support of the UML, Maoist Centre, Janata Samajbadi and the Unified Socialist parties.

Pakistani Ambassador calls on Vice President Yadav
Kathmandu, April 12: Pakistani Ambassador to Nepal Abrar H Hashmi paid a courtesy call on Vice President Ramsahaya Prasad Yadav at the latter’s office, Lainchaur on Friday.
Issues related to bilateral relations, trade and economy, and regional and international cooperation on educational and cultural fronts featured during the meeting.
Vice President Yadav viewed Nepal and Pakistan have been enjoying harmonious relations since the establishment of diplomatic relations on March 20, 1960. He emphasized expansion of cooperation in trade and economic sectors between the two countries.
The Vice President also reminded the Ambassador that Pakistani businesspersons could invest in the fields of hydropower, tourism, infrastructure, science and technology in Nepal. On the occasion, Ambassador Hashmi observed that Nepal-Pakistan ties are strong. These could be taken to a higher level, he said, pointing out the need resumption of stalled air service between the two countries.

President Paudel for enabling atmosphere to return migrant Nepalis
Kathmandu, April 12: President Ramchandra Paudel has viewed it is imperative to leverage the pulling factors that create atmosphere conducive to return migrant Nepalis in the wake of exodus of youths.
During his meeting with a delegation from the Association of Nepali Origin (ANO) at his office, Shital Niwas, on Friday, the Head of the State insisted on enabling a situation capable to bring back the Nepali migrants, according to ANO general secretary Chudamani Bhattarai.
The President wanted all the stakeholders concerned and the people of the country to focus to this end so that skills and knowledge could be utilized within country. He also commended the efforts of ANO to unite the Nepali-origin and Nepali-speaking people across the globe, underlining the need to develop Chudi Ramgha of Tanahu, the birthplace of Adikavi- pioneering poet of Nepali literature- Bhanu Bhakta Acharya, into a hub for Nepali literature, and a holy place of Nepali speaking populace.
On the occasion, ANO Chair Dilli Adhikari expressed solidarity with the opinion of the President and pledged to contribute from their sides to President’s views and suggestion. Association senior vice chair advocate Sushil Kumar Pant, founding members KB Karki, Om Gurung, and Dr Damodar Paudel were also present on the occasion.
The ANO was formed by a gathering of Nepali origin community held in Bangkok in Thailand on March 19 this year. It is said it aims to make efforts for uniting Nepalis globally and preserving the Nepali language and culture.
It comprises social activists of Nepali origin scattered in 27 countries. The gathering had formed a 54-member executive committee of Adhikari who was born in Bhutan and is currently residing in the United States.

ACC Premier Cup: Nepal wins opening match
Kathmandu, April 12: Nepal won the opening match under the ACC Premier Cup Cricket by defeating Malaysia by five wickets.
In the match held in Oman’s Amerat Cricket Ground on Friday, Malaysia chose to bat first by winning the toss and completed the first inning with 143 runs in 20 overs at the loss of three wickets. In reply, Nepal met the target of 144 in 19.2 overs at the loss of five wickets.
For Nepal, Asif Sheikh scored 32 followed by Rohit Kumar Poudel’s 28, Kushal Bhurtel’s 24, Dipendra Singh Airee’s 20, Gulsan Jha’s 19, and Sundeep Jora’s 12. Toward bowling, Malaysia’s captain Biran Dip Singh took three wickets while Pawandip Singh and Muhammad Wafiq took one wicket each.
During the first inning, Malaysia’s captain Singh with the top scorer with 72 including four sixes and four fours in 57 balls. Similarly, Sharvin Muniandy contributed 41 with two sixes and three fours in 33 balls and Muhammad Amir scored 16 runs in 18 balls.
Similarly, Nepal’s Airee took two wickets and Abhinash Bohora took one. Nepal will be meeting Qatar for its second match tomorrow on April 13.

‘Reform in basic education essential to quality education’
Kathmandu, April 12: Minister for Women, Children and Senior Citizen Bhagwati Chaudhary has viewed reform in basic education is essential to ensure quality education.
During a programme organized on the occasion of 72nd birth anniversary of Durga Dahal in the federal capital on Friday, Minister Chaudhary said child-friendly curriculum and qualified teachers have significant roles to enhance quality in school education.
Durga Dahal from Chaubise rural municipality-3, Dhankuta was a teacher, social activist and cooperatives campaigner. His contribution to society was applauded in the event.Dahal was a man of positive thoughts- an inspirational figure in deed.
Anthropologist and Prof Dr Dambar Chemjong was honoured on the occasion. Minister Chaudhary offered him a shawl, copper plaque and Rs 10,000 in cash. On the occasion, Prof Chemjong reminded that he had worked under the leadership of late Dahal. He also announced that he would provide Rs 50,000 as assistance to the Durga Dahal Memorial Trust.
Similarly, General Manager at Rastriya Samachar Samiti, Siddha Raj Rai, said the late Durga Dahal’s life must have taught many how passion and perseverance lead to success and how human treatment is essential.
Dahal’s student Lokendra Yakkha shared that he not only gained school education from Dahal but also moral value essential to everyone’s life. Dahal had died of cardiac arrest while attending a cooperatives meeting in Dhankuta.

‘No resignation’, Chief Minister Karki insists
Morang, April 12: Chief Minister of Koshi Province Kedar Karki has said he would not resign from the post. CM Karki insisted that the government was working actively to protect constitution and establish citizen’s rights in the province.
Addressing a programme organized to extend greetings on the occasion of the New Year 2081 BS at the Office of the Chief Minister and Council of Ministers in Biratnagar on Friday, CM Karki expressed such views.
He also asked all political parties to join the present government to make it a coalition. All political parties should extend support to the government for province’s prosperity and to fulfill people’s aspiration.
The CM argued that a motion of no confidence could not be brought for the next two years because it was already faced- within 30 days after the appointment of the CM.

Rector, registrar appointed at TU
Kathmandu, April 12: Prof Dr Khadga KC and Prof Dr Kedar Rijal have been appointed the Rector and Registrar of Tribhuvan University respectively.
On the recommendation of TU Vice Chancellor Prof Dr Keshar Baral, the Prime Minister and Chancellor of the university, Pushpa Kamal Dahal ‘Prachanda’ made the appointment on Friday.

President extends New Year greetings
Kathmandu, April 13: President Ramchandra Paudel has advised all Nepali citizens to focus on building a self-sufficient economy through the promotion of entrepreneurship and the formation of national capital.
In his message of best wishes given on the occasion of the New Year 2081 BS, the Head of the State urged one and all to gear up for the nation-building campaign and accelerate the pending projects.
“Our efforts should be for achieving a sufficient and sustainable economy through the development of national capital by promoting domestic production and development of entrepreneurship,” he said.Extending the New Year’s greetings to all Nepalis living in the country and abroad, he pressed an idea for encouraging the youth workforce to engage in nation-building through the creation of jobs and opportunities within the country.
“I, hereby, urge the federal, province and local governments and all the stakeholders concerned to implement policies prioritising the promotion of education, health, agriculture, and environment protection which are directly connected to the people’s life and advance towards accomplishment of the sustainable development goals,” the President further adds.
He wished the New Year inspired all of us to promote social justice and the building of a prosperous and civilized society, keeping the earth safe and clean. “I wish the Nepalis faced no natural disasters such as earthquakes, landslides and floods in the year to come,” the Head of the State said in the message.

New Year comes with responsibility to create base for developing nation: PM Dahal
Kathmandu, April 13: Prime Minister Pushpa Kumal Dahal ‘Prachanda’ has said major responsibility of the government in 2081 BS is to create a strong base of developing nation through economic reform.
Giving a New Year- 2081BS-message today, PM Dahal said culture of cooperation and consensus for stability, smooth public service delivery with technological adoption are equal priorities of the New Year. He believed government’s efforts to these ends would create new hope and bring happiness.
The PM further reminded that ultimate goal of all Nepalis is to bring prosperity and elevate nation’s image. “I extend best wishes to all Nepalis that New Year 2081BS would set a historical standard for achievement and prosperity by promoting unity, mutual help, intimacy and harmonious feeling,” PM Dahal stated in the message.
He also recollected the initiatives made for enforcement of federalism, good governance, recovery of economy, direct address to people’s problems and improvement in international relations and diplomacy as some of the significant achievements of 2080BS.
PM Dahal wished peace, prosperity, happiness and good health to all Nepalis living in the country and abroad on this occasion.

Kathmandu, April 13: Vice President Ramsahaya Prasad Yadav has called for provincial strengthening for effective enforcement of federalism in line with constitution.
