Suhang Nembang’s journey from a lawyer to a legislator

            Ilam, April 30: Suhang Nembang, the CPN (UML) candidate in the by-election to the Member of House of Representatives, has embarked on his parliamentary career after his victory in the by-polls held in Ilam-2 constituency.

            Suhang starts his legislator journey, protecting the legacy of his father Subas Chandra Nembang, who was also the UML Vice Chair and representing Ilam-2 constituency until his death on 12 September 2023.

            Suhang defeated his closest contender Dambar Bahadur Khadka of the Nepali Congress by a margin of 5,830 votes in the by-election. Suhang secured 27,772 votes while Khadka got 21,942 votes.

            Suhang was born in Kathmandu on February 17, 1990 to father Subas Chandra Nembang and mother Bishal Nembang as their youngest son. Suhang started school from Galaxy Public School in Kathmandu and he passed his School Leaving Certificate (SLC) examination from Jagat Secondary School. He completed his studies up to Grade 12 from Gyanodaya Valvatika School. He then went to Australia for higher studies. He returned to Nepal from Australia after two years.

            After returning to Nepal, he joined Kathmandu School of Law and completed BLLB and LLM in Commercial Law. Subas had studied law and was a senior attorney, and he encouraged Suhang to also study law.

            Recently, Suhang had been practicing law by establishing ‘Kantipur Law Associates and Research Centre’ in Thapagaon, Kathmandu. Suhang was more inclination in sports than politics.

            Suhang, who spent most of his school life in hostel, started participating in college sports after returning from Australia. He also established ‘Ilam Sporting De Mechi Club’ two years ago for the development of the sports sector. Lately, he had reached various rural areas of Ilam through the same club. Suhang, who is interested in football and cricket and is a lawyer by profession, is simple, polite and soft-spoken.

            He had the opportunity to observe politics from close quarters as his father was always involved in central politics after the political change in 1990. However, he was far from political activities. Suhang had not even voted in any election before. Even when his father was a candidate, he could not vote because his name was not registered in the electoral roll.

            Even though he had the opportunity to understand politics closely, Suhang, who was not much interested in politics. Now he has become a Member of Parliament.

            But after the sudden death of his father, the party gave him a ticket and made him the MP candidate. The new power equation made it easier for Suhang to become an MP. Nembang, who has the support of CPN (Maoist Centre), CPN and Nepal Pariwar Dal, has got the opportunity to enter parliament at a young age.

            As the son of the late Subas Chandra Nemwang, who created the image of a composed and intellectual leader, Suhang now has the responsibility of protecting his father’s legacy and the challenge of gaining the trust of the new generation.

            He said that all issues raised by the candidates who were in the election fray with him are the common issues of the citizens of Ilam.

            He shared that he has a long way to go and he has a dream to make the country prosperous and well-governed while appreciating everyone’s aspirations, adding that he came into politics to fulfill his father’s incomplete and unfulfilled dreams.

            The MP-elect said that various plans will be brought to change the mentality of the youth towards politics in the society and to reduce the attraction of the youth towards foreign employment.

            Currently, Suhang is a central member of the UML’s the Department of Law. He has an elder brother, an elder sister and a younger sister. His elder sister Susang is a dental surgeon while his younger sister Samyang is pursuing her master’s degree in Urban Studies.

            Moti Journalism Award conferred on Acharya ad Humagain

            Jhapa, April 30: The Federation of Nepali Journalists (FNJ), Jhapa chapter has conferred the Moti Journalism Award to journalists Keshav Acharya and Krishna Humagain. Both Acharya and Humagain are into journalism since the last 30 years.

            Speaker Devraj Ghimire jointly handed the award carrying a purse of Rs 101 thousand and 111 to the two journalists amidst a programme on Monday.

            The Award instituted to the memory of Motiram Bhatta, the first journalist of the country, was given away on the occasion of the 14th convention of the FNJ Jhapa chapter. The Award is given in every three years.

            Similarly, the ‘Keto Journalism Award’ instituted by the FNJ Jhapa chapter in the name of ‘Keto’ the first newspaper published from Jhapa district, was handed to Narendra Dhakal. This award carries a purse of Rs 25,000. Dhakal is the editor of the online edition of the Purbanchal daily newspaper.

            Likewise, the ‘Tanka Prasad and Ramadevi Pathak Journalism Award’ instituted by the Hem-Sarita Foundation was conferred on journalist Rajbabu Shankar. The award carries a purse of Rs 50 thousand and 555.

08-       Wildfire destroys around 300 hectares of forest in Udayapur

            Gaighat (Udayapur), April 30: Forest fire has destroyed thickets and trees on around 300 hectares of jungle located at Chaudandigadhi, Belaka and Triyuga municipalities of the district.

            According to Division Forest Office, the wildfire, which has been taking place for the past 10 days, damaged Phooljor Devisthan, Saraswoti and Beltar community forests.

            Information officer at Division Forest Office, Gaighat, Jaheshwor Sah, said small plants and trees were destroyed by the wildfire following the drought.

            Similarly, forest fire has also destroyed a jungle located at Limchungbung rural municipality-5 in the district. Though the initiatives were taken to bring the wildfire under control, it has not been completely successful due to storm, added the office.

09-       Karnali Province government will get full shape today itself: CM Kandel

            Karnali, April 30: Chief Minister of Karnali Province, Yam Lal Kandel, has said the Karnali province government would get full shape today itself.

            Chief Minister Kandel, who has been taking responsibility of all ministries, has made preparation to give full shape to the cabinet at the coordination of ruling coalition parties.

            He had appointed Chief Whip of the CPN (Moist Centre) in Karnali Province Assembly, Ran Singh Pariyar, as the minister without portfolio on April 24.

            Minister for Physical Infrastructures and Urban Development, Minister for Land Management, Agriculture and Cooperative and Minister for Internal Affairs and Law would be appointed from the CPN (UML), he shared.

            Similarly, Ministers for Economic Affairs and Planning, Social Development, Industry, Tourism, Forest and Environment and Water Resources and Energy Development would be appointed from the CPN (Maoist Centre).

            CPN (Maoist Centre) Karnali Province Assembly leader, Raj Kumar Sharma, mentioned that they have already submitted to CM Kandel the names of ministers to be appointed.

            According to the Secretariat of the Chief Minister and Council of Ministers, homework was underway to administer oath of office and secrecy today itself after appointing the ministers.

            Kandel was appointed as Chief Minister of Karnali Province on April 9.

11-       Two arrested for cheating foreign job aspirants of Rs 8 million

            Kathmandu, April 30: Police have arrested two persons on the charge of cheating people of eight million rupees, promising them employment in Slovakia and the United States of America.

            Those arrested in this connection are Sandhya Lama Budhamagar of Puthauttarganga rural municipality-11 in Rukum West, currently living at Tarakeshwor municipality-10 of Kathmandu, and Udim Bahadur Pun of Mangala rural municipality-2 in Myagdi district, currently living at Nakhipot of Lalitpur metropolis, according to Spokesperson at the Kathmandu Valley Crime Investigation Office, Superintendent of Police Rabindra Regmi.

            Regmi shared that Sandhya had fleeced the foreign job aspirants of Rs 200,000 giving false assurance of sending them to Slovakia while Udim had taken Rs 7.8 million promising to send them to USA.  The two were arrested based on the complaints.  Police would carry out further investigation against them and they were sent to the Department of Foreign Employment for necessary action, he added.

12-       Pollution rises in Kathmandu, people urged to wear masks

            Kathmandu, April 30: The Ministry of Health and Population has urged people to wear masks in view of the increase in air pollution in Kathmandu.

            Stating that the air quality in the federal capital was at the top of the list of cities with ‘unhealthy air’ throughout the world, the Ministry advised people to wear masks to protect themselves from the air pollution.

            Ministry’s spokesperson Dr Prakash Budhathoki urged people to not come out of home unnecessarily, not to travel and to stay away from highly polluted areas, as the air pollutants in Kathmandu were high.

            According to the ‘World Air Quality Index-Ranking’, which measures the level of air pollution around the world, Kathmandu’s air is at the top of the world’s unhealthy air list.

            “Air pollution affects the heart and blood vessels, lungs, brain, eyes, nose, ears, throat, etc. It also increases the risk of asthma, cancer, etc. is at the top of the world’s unhealthy list. “Air pollution affects the heart and blood vessels, lungs, brain, eyes, nose, ears, throat, etc and also increases the risk of asthma, cancer, among other health issues,” the Ministry spokesman Budhathoki said through a press release.

            Mostly children under five years old, pregnant women, chronically ill people and the elderly account for high number of annual deaths due to air pollution in Nepal. Air pollution has reduced the average life expectancy of Nepalese by 4.1 percent.

            Spokesperson Budhathoki says that various facts and researches show that air pollution is the main cause of illness and death in Nepal.

            As there is a high possibility of heat wave in the Terai during summer and heatstroke, the Ministry has requested that people should not go outside unnecessarily during the day and drink more water and take liquid food.

            According to the Ministry, the number of patients in hospitals and health facilities across the country has increased with the growing summer heat.

13-       21 people injured in bus accident at Kagbeni

            Myagdi (Beni), April 30: Twenty-one people were injured in a bus accident at Kagbeni of Baragung Muktichhetra rural municipality-4 in Mustang this morning.

            The bus (Province-3-01-006 Kha 622), carrying college students of Kathmandu, met with an accident while returning to Jomsom from Muktinath.

            According to the District Police Office, Mustang, the bus was carrying 30 people including the driver. All the injured are receiving treatment at Mustang District Hospital and their health condition is normal, said Deputy Superintendent of Police, Bhoj Raj Pandey.

            As per the preliminary investigation, the bus overturned on the road due to brake failure, said police. Kagbeni-Muktinath road, which was blocked for around three hours after the accident, has now resumed, he added.

14-       Karnali Province Third Session prorogued without passing bills

            Bheriganga (Surkhet), April 30: The Third Session of the Karnali Province Assembly has prorogued after convening 11 meetings and without passing any bill.

            Although it was said that the Third Session of the second term that started on March 13, 2024 will get business and endorse various bills, it was prorogued effective 12 midnight of April 29 without passing any bill due to the change of government.

            Chief Minister Yam Lal Kandel took a vote of confidence from the Assembly during the Third Session. The Bill Designed to Amend the Province Sports Development Act 2076, the Bill Designed to Make Provision Related to the Karnali Province Police Service and the Bill Designed to Make Provision for Electricity in Karnali Province, 2080 are under consideration in the thematic committees of the Assembly. These bills could not be tabled in the provincial legislature.

            Province Chief Tilak Pariyar had sent a letter to the Province Assembly Secretariat, informing of the prorogation of the Third Session of the second term of the Province Assembly.

            Speaker Nanda Gurung read out the letter and informed the Parliament that the session was closed according to Article 183 of the Constitution. The meeting of the Council of Ministers held on Monday decided to end the session.

15-       Finance Minister Pun and WB’s Vice President Rager meet

            Kathmandu, April 30: Finance Minister Barshaman Pun and Vice President of the World Bank for South Asia, Martin Rager, held a meeting today.

            Rager is in Nepal leading the World Bank Group in the Third International Investment Summit.

            On the occasion, they discussed the 21st meeting of WB’s International Development Association which is scheduled in Kathmandu from June18-21.

            President of the WB Group, Ajay Banga, would participate in the meeting, shared the Finance Ministry. The World Bank Vice President said that high-ranking officials of the World Bank would carry out onsite visit of different under construction projects with WB’s investment after the 21st meeting of IDA.

            Finance Minister Pun shared that an arrangement for onsite visit of such projects would be made. He further said preparation was underway for the IDA meeting.

            An organising committee was formed under leadership of Finance Secretary Madhu Kumar Marasini and Management and Coordination Committee under coordination of Head of International Economic Cooperation and Coordination Division under the Finance Ministry, Srikrishna Nepal, for the preparation of the meeting and both committees have forwarded activities for the same, explained Minister Pun.

            Representatives of 92 countries including WB’s President Ajay Banga would participate in the IDA meeting. IDA is the part of the World Bank that helps the world’s poorest countries by providing zero-low interest loans and grants for programmes that boost economic growth and improve people’s living condition.

            The WB Group chose Nepal to organised the IDA meeting as various countries including Nepal had proposed for the same. A meeting of this level of the World Bank Group was not held in Nepal before. The IDA meeting is held in every three years. The 20th IDA meeting was organised in Japan from December 14-15, 2021.

16-       Press freedom cannot be curtailed in any pretext: FNJ Chair

            Kathmandu, April 30: Chairperson of the Federation of Nepali Journalists (FNJ), Bipul Pokhrel, has said the right to the free Press ensured by the Constitution and its exercise can’t be squeezed by anyone.

            Speaking at the 10th AGM and the ninth convention of the FNJ, RSS Chapter as a chief guest here today, the FNJ Chair an unnecessary intervention in the exercise of press freedom is never entertained by media. 

            He made it clear that full censorship of media content is against the Constitution.  He said complete freedom has been guaranteed in the preamble of the Constitution and it is not a welcoming gesture to feel the risk against press freedom from anywhere, he added.

            Expressing his concerns over some recent developments aiming to curtail media freedom based on some disputed contents, he said the respective media is accountable for proving the credibility of the disseminated contents.  He announced that no direction or order aiming to shrink the scope of the press and muzzle the media freedom from anywhere is welcomed. 

            Also speaking on the occasion, RSS Executive Chair Dharmendra Jha said Press freedom and professional independence are the vital aspects of media and the FNJ should strongly stand for the promotion of these aspects. The FNJ former central Chair Jha said, “In each episode of time, issues of working journalists are being raised. Over time, its forms have changed, the issues are never outdated for media-related organizations and the FNJ as well,” urging the Federation to carry this agenda effectively.

            The issue of press freedom is becoming challenging and complex lately, the FNJ former chief said, adding that it is not guaranteed just by inscribing in the Constitution, it should be brought into practice, instead.

            He called for further developing the FNJ as a body of a collective nature and interests.

            He took time to say that the RSS newsroom has lately become more and more inclusive which was one of the dreams he saw while joining the RSS some two years ago.  He pledged to make the RSS contents more inclusive in the days to come, focusing on the capacity enhancement and career development of its staff.

            “The newsroom independence is the top priority of the RSS existing management,” he added.

            RSS General Manager Siddharaj Rai urged the RSS journalists to elect a new leadership of the Chapter through a consensus, hoping to get constructive support from it in the days to come.  He said the RSS management is actively working to ensure career development opportunities for the RSS staff.

            FNJ General Secretary Roshan Puri urged journalists to be aware of the right use of IT in the profession, calling for enthusiastic and meaningful participation of the RSS Chapter in the FNJ 27th General Convention on May 3-4 in Kathmandu. As he said, the RSS FNJ Chapter has proved its presence on the FNJ forum.

            FNJ Pratishthan Province Chair Bal Krishna Adhikari urged the entire FNJ mechanism to self-review the performance and delivery in the past three years, urging the central committee to give priority to the enhancement of province structure.

            FNJ RSS Chapter Chair Pabitra Guragain said the improvement of the rights of working journalists is always the priority of the Chapter, thanking all those who contributed to making the inaugural session successful.

            Press Chautari Nepal, RSS Chapter advisor Prakash Silwal, Press Centre RSS representative Ashok Ghimire and Nepal Press Union, RSS Chapter President Purna Prasad Mishra urged the FNJ to focus on the pressing issues such as press freedom, and professional rights of the journalist.

17-       Karnali CM Kandel expands cabinet

            Kakrebihar (Surkhet), April 30: Chief Minister Yam Lal Kandel has expanded the Karnali province government. Karnali Province Chief Tilak Pariyar expanded the province cabinet at the recommendation of Chief Minister Kandel.

            According to Office of the Province Chief, CPN (Maoist Centre)’s Mahendra KC, Bir Bahadur Shahi, Durga Bahadur Rawat and Ran Singh Pariyar have been appointed as Minister for Economic Affairs and Planning,  Minister for Social Development, Minister for Industry, Tourism, Forest and Environment and Minister for Water Resources and Energy Development respectively.

            Similarly, CPN (UML)’s Sher Bahadur Budha has been inducted in the cabinet as the Minister for Physical Infrastructures, Binod Kumar Shah as Minister for Land Management, Agriculture and Cooperative.

            Gamata BK has been appointed as Minister of State for Physical Infrastructures and Urban Development. However, CM Kandel has kept the Ministry of Internal Affairs and Law with himself.

            Newly appointed all ministers except Binod Kumar Shah have taken the oath of office and secrecy today itself.

18-       HoR newly-elected member Nembang pledges to value ballots in his favour

            Fikkal (Ilam), April 30: Newly elected House of Representatives (HoR) member from the Ilam constituency-2, Suhang Nembang, has said he would always value the votes of his supporters as a lawmaker.

            He pledged to deliver as the legislature by acknowledging the faith of his voters and the ballots he achieved during the election.

            Nembang, the CPN (UML) candidate for the Ilam-2 by-election of the HoR, said this while receiving a certificate of his election in the post amidst a programme organised by the Chief Election Officer here today. He pledged to serve the best interests of his voters and the folks of Ilam.

            Nembang, son of the HoR member the late Subas Chandra Nembang, said his decision to join the politics is to work on the ‘incomplete dreams and plans’ of his father.  He expressed gratitude to all those who helped him get elected on the post.

            On the occasion, Chief Election Officer, Keshab Prasad Ghimire, presented the certificate to the newly elected member.

            The HoR by-election in Ilam-2 was warranted following the demise of the then-member Subash Chandra Nembang on September 12, 2023, and the party had decided to field his son in the by-polls.

19-       Entrepreneurship is in State’s priority: Industry Minister

            Kavrepalanchok, April 30: Minister for Industry, Commerce and Supplies, Damodar Bhandari, has said the State has kept the policy of providing subsidies for entrepreneurship in priority.

            Minister Bhandari said so while inaugurating the Fortune Resort and Wellness Spa amidst a programme here today. The resort and spa is constructed by the ICT Group of India. It is located in the premises of the 143-feet-tall statue of Kailashnath Mahadev at Suryabinayak municipality-10, bordering with Kavrepalanchok district.

            On the occasion, the Industry Minister said that the government will provide subsidies and concessions to the industry-oriented entrepreneurship on the basis of production.

            “Development of industries, promotion of mines and mineral industries, entrepreneurship and small and medium enterprises is the need of time. Let us stress on entrepreneurship development including agriculture produce sectors as well. Let us identify the production areas. The government provides subsidies and concessions on this based on production,” he reiterated.

            Minister Bhandari argued that entrepreneurship development increased the employment opportunities, stressing on attracting more foreign investment in the industry and tourism sectors.

            “Construction of private hotels and resorts will contribute to expanding the tourism destinations,” he said, stressing on the need of formation of national capital through the development of entrepreneurship.
