Efforts on for legal reform: Minister Sharma

Kathmandu, July 5: Minister for Communications and Information Technology, Rekha Sharma, has said government was at work to make the laws that suit time and ensure quality delivery.

During the deliberation on appropriation bill, 2081 in the National Assembly meeting today, Minister Sharma, on behalf of the Prime Minister, informed the parliament that government had continued reform in law.

The laws made initially to enforce the fundamental rights were being implemented now, she added. Contextual reform in law is a continuous process. “People’s representatives are responsible for bringing new laws and revising the old ones. A total of 195 laws were aligned with constitution, while some 239 laws are amended,” Minister Sharma made the lawmakers aware.

According to her, the legislations were being made by making clear difference on exclusive and concurrent rights of the federal, provincial and local governments. A committee was formed under the chairmanship of former Chief Justice Om Prakash Mishra to furnish recommendations on the appointment of related officials to conclude transitional justice. The bill relating to transitional justice was being studied in the law and human rights committee under the parliament, the Minister shared.

It was also shared in the meeting that Rs one billion was managed to set up a peace trust.

22-       Journalist Darnal’s book ‘Dalit Pratinidhitwo Ra Bisayabastu in RSS’ released

Kathmandu, July 5: Journalist Sushil Darnal’s book, ‘Dalit Pratinidhitwo Ra Bisayabastu in RSS’ (Dalit Representation and Content in RSS) has been released on Friday.

Minister for Communications and Information Technology, Rekha Sharma, released the research-based book penned by RSS journalist Darnal in a programme organized at the ministry.

The book has the study and analyses of the presence of Dalit, news related to Dalit and provisions of RSS Act, by-regulation and editorial policy relating to Dalit. At a time when the Dalit community has been constitutionally ensured rights, it’s socioeconomic, political and culture statuses are still backward in Nepal.

As per the book, in Baisakh, Jestha and Asar months of 2075BS, the percentage of news contents relating to Dalit that RSS used stood at 1.03, 0.79 and 0.73 respectively. However, the most of news stories in the three months were related to positive discrimination and reform initiatives. Follow-up news on it was dismal, the book stated.

Similarly, of the total employee quotas at RSS, only 1.86 percent Dalit people serves there.

The book has pointed out the need for adopting an inclusive policy that pays heed to representation and upliftment of Dalit and other backward communities.

23-       UML to vote for CM Singh in trust motion

Dhanusha, July 5: The CPN (UML) has decided to vote for Chief Minister of Madhes Province, Shatish Kumar Singh, in the confidence motion.

Chief Whip of CPN (UML) in the Madhes Province Assembly, Hari Narayan Mahato, shared that the UML would support the Singh-led Province government. 

Chief Minister Singh is scheduled to face vote of confidence in the Province Assembly at 11:00 am Saturday, according to Province Assembly Secretariat.

The CPN (UML), CPN (Maoist Centre), CPN (Unified Socialist), Nepal Federal Socialist Party and Nagarik Unmukti Party have joined the government led by Janamat Party in Madhes Province.

24-       Rai-led JSP withdraws support to govt

Kathmandu, July 5: The Janata Samajbadi Party (JSP) led by Ashok Kumar Rai has withdrawn its support to the government.

The party meeting held on Friday decided to withdraw its support to the government led by Prime Minister Pushpa Kamal Dahal from today itself, according to a press release issued by Chairman Rai. Rai is also the chair of parliamentary party.

Earlier, the party had written to the federal parliament secretariat, informing about its pulling out of the government, according to party General Secretary, Mohammad Istiyak Ray.

The party had sent its leaders Nawalkishor Saha Sudi, Pradip Yadav and Hasina Khatun as the ministers in the Dahal-led government.

25-       Two workers go missing, seven injured as slab of Bhotekshi hydro project collapses

Chautara, July 5: Two workers of under-construction Bhotekoshi hydropower project at Bhotekoshi rural municipality of Sindhupalchowk have gone missing after the slab of the structure collapsed.

Those who went missing are Ramdin Tharu and Suma Tharu of Bardiya district. Similarly, seven workers were injured in the slab collapse.

Police Inspector at the Area Police Office, Bahrabise, Devendra Raj Joshi, shared that the upper structure of cover-slab of the under-construction project was breached. The construction of the project had begun a year ago.

All the injured ones were rescued and now undergoing treatment at Bahrabise-based Kiston Hospital and Bahrabise Municipal Hospital. Search for the missing is underway, added Joshi.The injured are Lahanu Tharu and Durga Chaudhary of Bardiya, Aeit Bahadur Thami, Bijay Thami, Gopal Thami, Deepak Thami, Aiet Man Thami, Padam Bahadur Thami and Ram Chandra Rimal of Kalinchowk,  Dolakha, and Sasan Roka Magar of Rolpa.

Nepal Police, the APF Nepal and the Nepali Army are deputed in the incident site.

26-       Website of Chief Minister’s Office hacked 

Sudurpaschim, July 5: The website of the Office of the Chief Minister and Council of Ministers in Sudurpaschim Province has been hacked on Friday.

Information Officer at the Office, Jagadish Prasad Joshi, shared that they informed the Department of Information Technology, Kathmandu, soon after learning that the website was hacked. Efforts were on to recover the site.

While opening the website, it read the portal was hacked by Cookies called Captain Smoker 3R, he added. The office portal has not been restored till this evening. 

27-       Adverse weather disrupts flights in Humla for three days

Humla, July 5: Humla district witnessed a disruption in flights owing to adverse weather for the past three days.

According to Chief of the Civil Aviation Authority of Nepal, Simkot, Mahendra Bahadur Singh, the flights were affected badly from Wednesday. 

Though aircrafts of Tara, Sita and Summit Airs tried to make flights to Simkot from Nepalgunj, they could not conduct the service due to hostile weather, he added.

Tourists, who were ready to return after worshipping the Mansarobar Kailash, have started returning Kathmandu from Taklakot of China via Tibetan route and Kerung check point of Rasuwa following the disruption of flights.  

Similarly, passengers heading towards Nepalgunj and Surkhet have been stranded in Simkot.

28-       Cabinet decisions: Attorney Thapa member of Foreign Employment Tribunal

Kathmandu, July 5: The government has assigned attorney Ram Kumar Thapa as the member of Foreign Employment Tribunal.

The meeting of the Council of Ministers held recently took various decisions which were shared by Minister for Communications and Information Rekha Sharma at a press conference in the ministry on Friday.

Minister Sharma informed that the government decided for presenting a bill on amendment of Economic Work Procedure and Fiscal Accountability Act, 2076, and a bill designed to amend Nepal Legal Practitioners’ Council Act, 2050 in the federal parliament.

The Cabinet meeting accepted some Rs 382 million to be provided by the Japan government for the capacity building of the civil employees through scholarship scheme.   

The term of the commission formed to investigate the problems relating to loan-sharking has been extended till coming October 1. As per government decisions, 35.77 hectares of land belonging to the national forest in Sangurigadhi rural municipality, Sahidbhumi rural municipality and Pakhribas municipality would be used for construction of road section from Chatara-Leguwaghat.

Similarly, the land would be acquired for canals under the Rani-Jamara-Kulariya Irrigation Project for Lamki section. The government spokesperson further shared that the Herb Production and Processing Company would be allowed to own 0.83 hectares of land belonging to the national forest in Gorkha district for the establishment of its store and processing unit.

Even a committee has been formed under the coordination of former justice Shekhar Prasad Paudel to study the land and other properties including buildings that belong to the Nepal Sanskrit University for better use, protection and management.

29-       Flood riskss high till Sunday, citizens urged to adopt precautions

Kathmandu, July 5: The Flood Forecasting Division under the Department of Hydrology and Meteorology has urged the general public to adopt high security alert stating that there would be risk of floods in different parts of the country up to coming Sunday.

As there is a possibility of heavy rainfall till Sunday, the water level in the rivers may increase causing a risk of flooding. Department’s flood expert and hydrologist Engineer Bijay Dhukuchu said that most of the small rivers flowing through Ilam, Jhapa, Morang, Lamjung, Kaski, Palpa, Nawalparasi East and adjoining districts will increase today.

According to him, the flow of small rivers flowing through Udayapur, Sindhuli, Makawanpur, Chitwan, Sindhupalchowk, Ramechhap, Achham, Doti, Kailali and adjoining districts is also likely to increase today. “Tomorrow, most of the small rivers across the country are likely to see an increase in their flow and some small rivers flowing through Gandaki, Lumbini, Karnali and SudurPaschim provinces may face flash floods,” he said.

According to the Division, the weather will be generally to fully cloudy throughout the country today. Light to moderate rain with thunder and lightning is likely to occur at many places of the province. Heavy rainfall is likely to occur at a few places of Koshi, Madhes, Gandaki, Lumbini and Sudurpaschim provinces and at one or two places of the rest of the provinces.

“It is urged to take necessary precautions to avoid the possible risks of disasters such as landslides, floods, and soil erosion in the areas prone to heavy rainfall and to partially affect daily life, agriculture, health, tourism, mountaineering, road and air transport in those areas”, the department said in a statement.

30-       Constitution amendment addresses arrangement of labour commission-leader Dr. Koirala

Kathmandu, July 5: Nepali Congress (NC) leader Dr. Shekhar Koirala said efforts would be made to include arrangement of the Labour Commission in course of the constitution amendment.

At an interaction ‘Leader of Revolution and Peace: GP Koirala’, organized here today by the GP Koirala Labour Foundation on the occasion of the birth centenary of the late Girija Prasad Koirala, he highlighted the equal importance and relevance of the Labour Commission which was arranged in the Interim Constitution, 2063 BS for now.

“In the Interim Constitution, the provision of labour commission was enshrined in the Constitution issued by the Constituent Assembly in 2072 BS due to Girijababu. The provision of caste commission was included, but the arrangement of labour commission was missed in the Constitution, 2072. I had made efforts to include labour commission in the constitution but failed. I am confident that the issue would draw consensus”, Dr Shekhar claimed.

He stressed the need to be careful in this regard as the country would face difficulties if the agreement reached between the Nepali Congress and the Nepal Communist Party (UML) could not be implemented.

Leader Koirala said that the Constitution should also be amended to address the people’s aspirations to reform electoral system. He argued the electoral system should also be reformed for political stability in the country.

NC assistant general secretary Jeevan Pariyar said the government should be run as per the agreement reached between the NC and the UML so that no one can raise questions. He said the Constitution would be amended to establish a labour commission.

NC leaders Pushkar Acharya, Laxman Bahadur Basnet, Bijaya Bahadur Swar, Tejendra Jung Karki, Ajay Kumar Rai, Sudha Dahal, Matrika Prasad Shiwakoti, among others, had demanded amendment to the constitution and provision of a labour commission to protect the rights of the working class.

On the occasion, certificates were distributed to the newly elected office bearers and members of the Foundation.

31-       17 percent of mothers in Jumla aged below 20

Jumla, July 5: Number of mothers aged below 20 has reached 17 percent in Jumla , according to the Public Health Service Office, Jumla.

The office shared the number of teenage girls below 20 has become mothers in all eight local governments here. On the occasion of an orientation programme on health organized here today, Office Chief Krishna Devkota shared that Guthichaur rural municipality accounted for 33 per cent of the pregnant women before 20. Similarly, 13 per cent girls in Chandannath municipality, 22 per cent in Tila rural municipality, 20 per cent in Tatopani, 24 per cent in Patarasi, 20 per cent in Kanakasundari, 17 per cent in Hima and 15 per cent in Sinja rural municipality have become pregnant before 20 years old.

The office has also been working in collaboration with the local levels for leprosy control programme. There are 2.5 percent leprosy patients in the district.0

As informed, 78.2 percent children in the district have access to vaccination through the vaccination programme.

32-       16 families displaced due to flood, landslide

Khalanga (Darchula), July 5 : As many as 16 families have been displaced in Darchula due to landslide.

The disaster related incident has rendered the families of Marma rural municipality homeless. A landslide occurred on the road linking Murai Golfa through Marma evicted some families, informed Chief District Officer Yagya Raj Joshi.

The displaced families now are taking shelter at the homes of their relatives. Marma rural municipality chairperson Jaman Singh Dhami informed that 99 persons rendered displaced due to landslide were shifted to safer shelter at a local Tatinath Primary School.

Rainfall has been incessantly taking place in Darchula since Thursday.

33-       New govt creates hope: Chair Oli

Kathmandu, July 5: Chairman of CPN UML and former Prime Minister KP Sharma Oli has said new government to be formed with UML and Nepali Congress aboard would create hope among people. The new government must not be unsuccessful to deliver people, he underlined.

Addressing a meeting of the chiefs of central departments and secretaries at party headquarters, Lalitpur on Friday, Chair Oli said the NC and UML had agreed to create hope among people by resolving their problems. Formation of new government having two strong political forces on board is the last alternative to resolve problems facing country, he made it clear.

He directed the party office bearers to devote to the areas that need attention. He urged the party leaders and cadres to concentrate on ‘mission 2084. On the occasion, General Secretary Shankar Pokhrel viewed new agreement was reached between UML and NC for the political stability and country’s development.

34-       CPN (US) significant in national politics: Chair Nepal

Kathmandu, July 5: Newly elected Chairperson of the CPN (Unified Socialist) and former Prime Minister Madhav Kumar Nepal has asserted that the role of his party is significant in the national politics.

In a concluding ceremony of party’s 10th general convention, Chair Nepal laid emphasis on implementation of socialism for social justice, development with equality and prosperity in the country.

He added that the party’s general convention brought a wave in the national politics. The CPN (US) Chair expressed commitment to developing the party as a strong communist force.

Stating that his party was still supporting the incumbent government, he mentioned that Prime Minister Pushpa Kamal Dahal should face the political issues developed lately.

Similarly, newly elected General-Secretary of the party, Ghana Shyam Bhusal, expressed the belief that ideological concept received from the general convention would help transform and reconstitute communist movement.
